This article investigates the proliferation of informal mobile phone markets and contributes to the understanding of the changing urban economic geographies in Africa. It enriches comparative research by modestly bringing new theoretical ideas to bear, and explores how the spatial geography of mobile phone markets mediates urban governance. We argue that regardless of where in Accra mobile phone markets emerge, the same kind of processes and activities develop, and this recognition contrasts other works, which either focus on the city as a whole or on specific sites. Using key informant interviews, augmented with cognitive mapping, we observe the geography of mobile phone repairs and sales, intersecting socio-economic factors, and a collaborative culture among participants. Ultimately, our article touches upon the issues of power and agency by elucidating the relational dynamics between the informal operators and city authorities.

Padatnya pergerakan lalu lintas menyebabkan penumpukan kendaraan dititik tertentu yang mengakibatkan kemacetan dikarenakan padatnya volume dan tingginya hambatan samping sehingga mempengaruhi kapasitas jalan, khususnya pada Ruas Jalan Jendral Ahmad Yani yang berada di wilayah Kabupaten Garut yang merupakan daerah komersial. Hal ini tentunya dapat mengakibatkan kerugian finansial bagi pengguna jalan yang berdampak pada pemborosan bahan bakar minyak. Penelitian ini dilakukan dengan tujuan untuk mengetahui kerugian finansial akibat kemacetan ditinjau dari bahan bakar minyak pada jenis kendaraan yang berbeda dengan melalui pengolahan data menggunakan metode yang diterbitkan Departemen Perkjaan Umum PD-T-15- 2005-B untuk mencari biaya konsumsi bahan bakar dan MKJI 1997 untuk menganalisis ruas jalan. Dari hasil analisis didapatkan nilai kerugian finansial tertinggi akibat kemacetan ditinjau dari bahan bakar minyak dengan berbagai jenis kendaraan berbahan bakar premium dan solar di Minggu kesatu dan Minggu kedua adalah pada Hari Rabu dengan total pertahun Rp.4,836,235,04/Km untuk Minggukesatu dan Rp. 5,163,933,13/Km untuk Minggu kedua. Tingginya nilai kerugian pada Hari Rabu diakibatkan oleh rendahnya kecepatan kendaraan dan padatnya volume lalu lintas yang menyebabkan kerugian lebih besar. Dengan besarnya nilai kerugian yang ditimbulkan kemacetan alangkah baiknya nilai kerugian tersebut disalurkan untuk perbaikan sarana dan prasarana jalan agar dapat mengurangi nilai kerugian bahan bakar minyak.

The recent road crashes along the main routes in Oyo State have drawn the attention of people towards the role and statutory responsibilities of Federal Road Safety Corps (FRSC). Therefore, this research was conducted to assess the statutory duties of FRSC aimed at limiting the number of road crashesin Oyo State. This work was limited to 3 Local Government Areas (LGAs) out of 11 LGAs that make up Ibadan and its environs. The study adopted simple random sampling technique using well-structured questionnaires to elicit information regarding the statutory duties of FRSC, a major road transport enforcement agency in Nigeria. From110 respondents ranging from commercial drivers, private vehicle owners, commercial motorcyclists, commuters, and road accident victims, 103 questionnaires were retrieved and were found analysable. The collected data was processed using descriptive data analysis techniques. It was found that out of 22 statutory duties of FRSC, only seven were being discharged effectively. Hence, it can easily be inferred that the operational performance of FRSC is not satisfactory. Therefore, this study recommends that the authorities should give prompt medical attention and care to accident victims on the road and should also enforce speed limits with the use of speed limit devices. The use of mobile phone while driving should be discouraged and the use of seatbelts should be promoted. At the same time, individuals, NGOs and corporate bodies should be given a free hand to contribute in reducing the number of road accidents. The use of sirens, beacon lights and flashers should be well-controlled and the struggle against fake driving licences should be enhanced.
