Mapping the mix: Linking instruments, settings and target groups in the study of policy mixes

Abstract: This article proposes the extension of a conceptual framework aimed at analysing policy mixes and their outcomes and demonstrates its value added for the study of sustainability transitions. The argument is that policy mixes research should not focus only on the form of policy instruments, but also on their implementation context. Policy mix form designates the specific policy instruments that are involved according to a policy strategy. Policy mix context includes the specific setting where each policy measur… Show more

“…Ever since, policy-packaging has gained more scholarly attention. Some of the examined policy areas include agriculture (Pereira et al 2018), air pollution (Lehmann 2010), climate (Nissinen et al 2015; Kern et al 2017), environment (Barton et al 2017), resource efficiency (Bontoux and Bengtsson 2016; Ekvall et al 2016), tobacco control (World Health Organization 2008; Mavrot et al 2018), transportation (Givoni 2014) and urban freight (Marcucci et al 2017). 3 While this literature focuses mainly on questions of policy-design and how packaging policies might affect policy outcomes by improving policy effectiveness of single policy instruments, Givoni (2014) provides an analytical framework for the study of policy-packaging essential for the development of this article.…”

“…Most energy decisions and policies have a direct impact on emissions. The Mexican ETS must be further analysed in terms of the policy mix, focusing on both the form of policy instruments and the context in which they are implemented, and observing interactions between policy instruments, policy strategy, implementation settings, and target groups (Mavrot et al 2019).…”

“…One crucial aspect of policies is the link between their definition and their actual implementation. In this regard, Mavrot and co-authors [42] propose a conceptual framework to analyze policy mixes in the light of their outcomes, considering the context in which policies are implemented. Their abstract, reported below, illustrates their point.…”
