In this paper, the problems of development of associations of territorial communities in the tourism direction of economic development are considered. The object of research is the improvement of territorial communities on the example of Ukraine. One of the most problematic places is the lack of funds for the development of existing large tourist complexes and the creation of new ones. The study uses the idea that tourism development has a direct stimulating effect on the development of a number of important economic sectors. The use of a mathematical apparatus is also considered, which allows to analyze the main factors influencing the development of the tourism industry of territorial communities. A comprehensive solution of economic, social and environmental issues of sustainable tourism development is impossible without the development of mathematical models and supporting tools that allow predicting the main indicators of sustainable tourism development. The paper considers PLS-PM modeling using such internal consistency criteria as Cronbach’s Alpha coefficient, Dillon-Goldstein coefficient ρ, model reliability, mean variance. The purpose of the PLS-PM model is to obtain estimates of latent variables for further forecasting procedures for the development of the system. The processes taking place in the tourism industry are characterized by a complex interaction of economic, environmental and social factors. Their influence should be taken into account for the implementation of the sustainable tourism development strategy. The analysis of the model was also carried out with the help of a single coefficient of quality of the correspondence of the data model, which characterizes the quality of the internal and external models of the system. Thanks to the listed tools, the statement is formed that the regulation of key factors of the tourism sector of the economic sector can have a positive impact on the development of national culture and economy in the united territorial communities. The created mathematical model clearly forms the conclusion that the development of tourism in local communities can become the engine of their sustainable economic development, given the available regional conditions.

The global economy is changing at a great pace, and the tourism industry cannot be different in this regard. It needs to change and improve constantly to maintain competitiveness in the international market. The competitive ability of any tourism service depends on its capacity to innovate, but only a few companies are able to do this with some consistency and coherence, improving their competitive advantage. The purpose of this article is to analyse some popular tourist destinations in Albania and compare and rank them from the best to the worst regarding their performance and the quality of their services. An important aspect of assessing competitiveness is defining indicators and factors according to a multi-criteria decisionmaking approach. A suitable framework will rank the tourism destinations according to their competitiveness based on the selected indicators and criteria defined by the decision-makers. The use of multi-criteria decision analysis (MCDA) is motivated by the fact that real-world decision-making problems have become much more complex and multi-factorial and cannot be accurately measured using only onedimensional approaches. Defining such criteria would help in the overall assessment of the competitiveness of tourism services in Albania and would help in attracting new visitors and investors.

The purpose of this article is to present and analyze the most frequent and serious conflicts and disputes that have accompanied many important infrastructure projects in Albania and to emphasize the importance of applying decision analysis methods and game theory principles to their best resolution. Disputes over land and water rights which are caused by the implementation of infrastructure projects such as airports, roads and highways rank as the most severe in Albania. Also, the construction of hydropower plants has also caused serious disputes and conflicts, especially in regions with considerable tourist potential and/or in protected natural areas. Unfortunately, Albanian society and its institutions have not yet managed to formulate a rational and effective model for addressing such issues that can serve the common good and the social justice. Decision analysis is a very useful tool to analyze and understand such complex situations, where many factors and conflicting interests are involved. Game theory, on the other hand, serves to explain how the involved actors use different strategies to get the best possible benefit from the game/project and, by that influence the other actors. The combination of game theory and decision analysis can improve our understanding of how conflicts relate to the behavior of the actors involved in Albania and how conflicts can be resolved efficiently with the participation of the state, local institution, and other organizations. This study will try to contribute by providing an analysis of the problems as well as providing a theoretical basis for the development of efficient strategies for the management and resolution of such conflicts in Albania.
