Abstract:This paper proposes to establish Maximum Sustainable Employment (MSE) as a new guiding light, or beacon, for wild fisheries governance. This new social beacon complements the directives provided by the prevailing beacons: Maximum Sustainable Yield (MSY) and Maximum Economic Yield (MEY).
