Measurement of sustainment of prevention programs and initiatives: the sustainment measurement system scale

Abstract: Background: Enhancing the sustainability of evidence-based prevention programs for mental and behavioral health requires tools for measuring both sustainability determinants and sustainment outcomes. The aim of this study was to develop the Sustainment Measurement System Scale (SMSS) and to assess its reliability and construct validity for measuring both determinants and outcomes of efforts to sustain prevention programs and initiatives. Methods: A 42-item scale comprised of items identified from qualitative d… Show more

“…Programs that are not kept up after an initial investment can waste money and nonmonetary resources [5,6]. Having a better understanding of what factors affect sustainability can inform strategies to improve the likelihood that interventions will successfully continue after initial implementation [7,8].…”

“…Consequently, there have been recent calls for increased attention to sustainability research, theory, and methods [ 4 , 11 ]. In response to this, the Sustainment Measurement System Scale (SMSS) was developed to understand both determinants and outcomes of sustainment for mental health and substance abuse programs [ 8 ].…”

“…The second limitation is that the existing clinical sustainability measures have limited reliability and validity data [ 12 , 13 ]. Implementation practitioners should consider using new sustainability tools as they are validated; however the varied contexts of sustainability between communities and clinical settings may require measurement adaptations [ 23 ]. Despite their limitations, our clinical and research team felt that the chosen assessment tools provided valuable information for program sustainment.…”

“…However, many evidence-based programs and policies are not sustained after initial implementation, wasting large amounts of financial, organizational, and social capital ( 60 ). Fortunately, new work has started making the case for more systematic study of sustainability, including conceptual development ( 35 , 148 ), method development ( 94 , 100 , 128 ), and applications to various health disciplines, such as public health, mental health, and health care delivery systems ( 19 ). An important audience to consider when designing for sustainability is policy makers—those who make decisions at both local or organizational levels (small p policy) and national or international levels (big P policy) about how and by whom public health and health care should be delivered and financed ( 23 ).…”
