Abstract: Radio astronomical observations at millimeter and submillimeter wavelengths are a very important tool of astrophysical research. However, there is a huge area in the northern Eurasia, including the whole Russian territory, which lacks sufficiently large radio telescopes effectively operating at these wavelengths.
