Measurements and Factors of Biased Technological Progress in China’s Marine Economy

Abstract: A new technology may be biased towards saving energy, or reducing pollution emission or increasing economic output. It is necessary for the high-quality development of marine economy to promote environment-based technological progress. The purpose of this paper is to estimate the biased technological progress and its influencing factors of China's marine economy from 2002 to 2016. We used a DEA-Malmquist model to measure the biased technological progress. Then we further analyzed influencing factors of biased … Show more

“…Therefore, in the face of the pressure on the ecological environment accumulated in the development of traditional agriculture, the popularization and application of agricultural scientific and technological innovation achievements is the external driving force to change the agricultural development model. Fundamentally speaking, at the starting point, ensuring the comprehensive quality of human resources of rural society and agricultural employees in the future, narrowing the gap between urban and rural education, realizing the equity of urban and rural education, and improving the national physical quality of rural agricultural population are the cornerstones of green agricultural development (Kang et al, 2020).…”

“…This function assumes constant factor elasticities and strict convergence of investment rates, contrary to the laws of reality. The second is the nonparametric data envelopment (DEA) method (Song and Wang, 2018;Kang et al, 2020). This method measures total factor productivity based on DEA and further decomposes it into technical change, from which input-biased technical progress, output-biased progress and neutral technical progress are then decomposed.…”

“…Hicks [28] put forward the concept of biased technological progress, and considered that technological progress is more conducive to the improvement of the marginal output of a certain factor, resulting in the deflection of the tangent line of the isoquant curve, that is, technological progress towards the direction of this element or a bias towards this element. Kang et al [29] recognizes that new technologies may favor energy conservation, pollution reduction, and economic output, and that promoting green technological progress is key to improving the quality of economic development. According to Liu et al [30], the technological progress of China's manufacturing industry is biased, and environmental regulation has a significant threshold effect on technological progress.…”
