In the emergence of the highly connected Internet of Things (IoT) and the rise of wireless network technologies, organizations are confronting expanded wireless network capability, stability, and reliability. Each organization that aims to manage wireless network services that customers and employees request must be robust, secured, and easy to manage, henceforth; optimized wireless network architecture ought to be a top priority. This study developed the optimized wireless network architecture for the Department of Agriculture, Region 1 to further provide a robust, more secure, and reliable wireless network design using a Prepare, Plan, Design, Implement, Operate and Optimize Methodology. The comparative and evaluative research design was used in determining the wireless network status of the current wireless network design of the Department of Agriculture, Region 1 into other agencies' wireless network designs and standards as well as the testing and implementation of the optimized wireless network architecture. Wireless network simulation and results of the wireless network design are interpreted using the Received Signal Strength Level (RSSL) and service coverage area. The testing of the optimized wireless network architecture shows that it is reliable, stable, robust, and secured and it is applicable in the agency.

Pengimplementasian Long Term Evolution (LTE) di Bali mengalami kendala terutama dalam menjaga performansi jaringan yang diakibatkan oleh lonjakan data yang semakin meningkat dan kualitas coverage yang kurang maksimal. Maka perlu dilakukan pemeliharaan jaringan untuk mengetahui kualitas dari suatu jaringan yang dapat dilakukan melalui pengamatan secara real di lapangan dengan pengukuran parameter 4G LTE pada suatu wilayah yang belum optimal. Metode yang digunakan adalah dengan melakukan Drive Test menggunakan software GENEX Probe dan analisa hasil drive test menggunakan software GENEX Assistant. Adapun parameter yang diukur antara lain RSRP, SINR, RSSI, RSRQ, CQI, PCI dan PDCP Throughput yang kemudian dibandingkan dengan standar KPI XL. Hasil dan analisa diperoleh nilai RSRP sebesar 93,36% > -105 dBm, SINR sebesar 91,14% > 3 dB, PDCP DL Throughput sebesar 92,18% > 5 Mbps dan PDCP UL Throughput sebesar 88,73% > 3 Mbps yang belum memenuhi standar KPI XL sebesar 95% diakibatkan oleh faktor variasi obstacle sehingga terjadi area bad spot pada beberapa titik wilayah. Optimalisasi yang dilakukan menggunakan metode mekanikal tilt dengan mengubah tilt antena dari 20 menjadi 30 pada area bad spot menyebabkan peningkatan performansi RSRP sebesar 3,49%, SINR sebesar 5,91%, PDCP Download Throughput sebesar 4,7% dan PDCP Upload Throughput sebesar 10,73% dari standar Key Performance Indicator (KPI) XL.

Voice over Internet Protocol (VoIP) is a technology that can send real-time data with IP-based networks (Internet Protocol). In VoIP technology with wireless network has several problems that cause the performance of the network to be varied due to the QoS (Quality of Service) include delay, jitter, packet loss and MOS that affect the wireless network. This research uses G.711?, G.711a and G.729 codec based on SIP and IAX server on wireless network which then the QoS result from each codec compared with ITU-T standard which become the reference of whether the network is good or not so that later can realized on campus. In the research results, QoS on wireless IEEE 802.11 b has linear results, whereas QoS wireless in VoIP has fluctuating results because the use of codecs in VoIP on each codec has a large bitrate and different coding techniques and is a feature of wireless networks. The QoS comparison of three codecs produced the best G711 Q7S codecs because the G.711 codec has a bitrate that conforms to the 64 kbps voice communication standard and uses voice coding techniques that match the digital signal encoding technique of PCM (Pulse Code Modulation).
