Purpose – the article explores the R&D personnel as a competitive factor of the innovative enterprises in Bulgaria. Research methodology – a wide literature review and survey are conducted on R&D personnel and its performance together with a comparative analysis of secondary data resources. Findings – the article presents the essence, the peculiarities, the innovation results, the R&D competencies in the context of the innovative enterprises in Bulgaria. A generalized classification of the innovation goals and results is developed. The approach and the model clearly describe the R&D personnel as a factor, influencing the innovation activity and focus on its improvement. Research limitations – lack of relevant research studies on the topic in Bulgaria. Practical implications – the results help managers to make decisions on how to raise the enterprise’s innovation activity. The model can be implemented in the enterprise's innovation system to distinguish the R&D personnel's needs for improving their innovation competencies, motivation or performance measurement, and management. Originality/Value – a model for decreasing the discrepancies between the R&D personnel and the organisationаl innovation requirements. Framing constructs for developing an approach for identifying the needs for more competitive R&D personnel and overcoming the innovation gaps in search of high innovation activity.

We estimate a dynamic network technology where new knowledge in the form of publications in STEM (science, technology, engineering, and mathematics) is an intermediate product. Knowledge is produced in the first stage of production and is used in the second stage of production to produce a final output of real consumption, which equals gross domestic product minus investment spending on physical capital minus research and development expenditures. Knowledge also spills over between producers as it becomes disseminated. The two stages of production are linked between periods as investments in research capital and physical capital enhance future production possibilities. Our model combines several theories of production: dynamic data envelopment analysis (DEA) and two-stage network DEA. Using pooled data on 53 countries during 1999-2012, the model estimates indicate that dynamic efficiency averages about 70%. Countries could increase final consumption by about 25% via greater technical efficiency in production and by another 5% via an optimal intertemporal reallocation of investment spending.

The purpose of this study is to develop approaches to assessing the effectiveness of R&D of civilian use carried out within the framework of federal target programs based on integrated accounting of performance indicators and the cost of projects. Methods of comparative analysis as well as the methods of expert estimations were used. The developed methodology is tested on the example of the most knowledge-intensive program — the Federal Targeted Program “Research and development on priority directions of scientific and technological complex of Russia for 2014-2020” showing its practical applicability. It confirmed the hypothesis about the existence of significant differentiation of projects containing R&D according to the quantitative structure as well as scientific and technical potential of the established objects of intellectual property in comparison with the costs of R&D. The existing system for assessing the effectiveness of R&D conducted within the framework of targeted programs is carried out with aggregate output parameters and does not pay attention to the specific contribution of each project in improving the indicators of the entire program. The authors proposed to use the concepts of “weighted effectiveness” and “innovative efficiency” of projects. The quantitative evaluation of projects based on these parameters made it possible for us to perform the ranking of projects, to identify groups of projects with varying degrees of innovative efficiency, and to distribute the most effective, low efficiency and expensive projects according to thematic areas of research.
