Mechanism for Increasing Rating of ESG-Factors of Construction Investment Life Cycle

The study of the processes of implementing ESG principles in various types of business as one of the tools for sustainable development is very relevant in the context of the global structural crisis and the beginning of the destruction of the global economy model. The popularity of the ESG agenda in the world has been growing over the past seven years, as it demonstrated that the proposed tools allow assessing the responsibility of business to society, its involvement in solving sustainable development problems, as well as the ability to attract investments. The purpose of this study is to substantiate the need to promote ESG practices in Russia and evaluate the possibility of harmonizing national standards with the ESG standards of developing countries, in particular the countries of the Asia-Pacific region. The article characterizes ESG principles as key elements of the investment management system that affect business development. The stages of the formation of the «green» taxonomy of the European Union, as well as the results of the implementation of ESG initiatives in the countries of the Asia-Pacific region are presented. We analyzed the situation with the use of ESG principles and the degree of promotion of this agenda in Russian companies. The study found that it is necessary to develop a national regulatory system in this area, create tools for the «green taxonomy» of the Russian Federation, taking into account the transformations in the global economy and changes in attitudes towards the ESG agenda in Asian countries, especially in matters related to the accelerated transition to «green» energy.

Approaches to the Assessment of Environmental Risks of Investment Activity

The article discusses the impact of environmental risks on the results of investment activities. The initial premise of the study uses an ESG approach to the management of investment and construction activities, which takes into account the influence of environmental and social factors on the effectiveness of investments and recognized by researchers as the most relevant to the current stage of economic development. The urgency of the problem is determined by the need to include environmental and social factors in the process of making investment decisions to reduce the impact of project risks. The purpose of the study was to identify such approaches to the ecological and economic assessment of investments that allow taking into account the environmental component when determining the required amount of one-time and current costs. Also provide information to solve the problem of choosing «prevention or elimination» of the consequences of the influence of negative environmental factors. It is shown that one of the problems of environmental risk assessment is an unfavorable «risk — return ratio». This is the basis for making investment decisions in a risk environment. Getting any type of effect from a project (financial, social, general economic) is always associated with uncertainty. The possibility of setting a task in relation to environmental risks as a comparison of the costs of liquidation or prevention of damage is substantiated. The authors analyzed the general trends in the direction of investments in environmental protection measures at the regional level. An example of calculating the cost of compensation for damage from land pollution is given.

Formation of the Russian Housing Construction Market Based on the Principles of Sustainable Development in Conditions of Deglobalization

In the modern world, the concept of sustainable development is being adapted to the changed global conjuncture in the conditions of deglobalization and transformation of the world economic system. Currently, sustainable development issues are increasingly being considered in a broader context due to the risks of global uncertainty. The analysis of modern economic scientific literature indicates the absence of a unified approach to the concept of sustainability in the light of global changes. The article examines the evolution of approaches to the concept of sustainability: from traditional theories of sustainability (theory of organization and economic sustainability) to modern concepts of sustainable development and resilience. In the course of the research, the article identifies and formulates global challenges that face the implementation of the concept of sustainable development in the domestic economy. The main directions of adaptation of the «green agenda» concept of sustainable development for the Russian housing construction market in modern conditions of uncertainty are formulated.
