Cannabis policy controls and regulatory changes have attracted a lot of attention across the world as the drive for full cannabis commercialization gathers momentum. The diversity of views on cannabis regulation reflects a melting pot of regulatory regimes (Aguilar et al., 2018; Seddon and Floodgate, 2020). This chapter is therefore an attempt to converge fragmented pieces of knowledge on cannabis policies and regulations. Using a qualitative research approach, the study found that cannabis policies and regulations in Zimbabwe and most countries of the world are at experimental stages and have to negotiate a family of challenges to succeed. For the cannabis industry sector to flourish, making sense of the policy tools that have worked in other countries and adopting supportive policy best practices to strengthen the cannabis policy and regulatory framework in Zimbabwe is crucial. The chapter ends by proposing ways of strengthening the cannabis policy framework in Zimbabwe.
