Mercado de geotecnologias no governo federal entre os anos 2011 e 2019: compras públicas e geografia aplicada

Abstract

The possibilities of using geospatial technologies by the public sector are vast and can improve public management by providing data and technologies that allow many geographic applications. In the Brazilian Federal Government, the use of geospatial technologies is unknown, nor is it known the main applications and public and private actors involved. Very little is also known about the relationship between the private sector and federal entities and how professionals working in the industry perceive the market. Therefore, this thesis proposes to analyze the geospatial technologies market in the Federal Government between the years 2011 and 2019 through i) public data of contracts signed between the Federal Government and private companies ii) questionnaires applied to federal and companies' employees. We seek to understand the market's dynamics over time, its degree of concentration and competition and how the mid-2010 political and economic crisis impacted it. The results show that 31 leading companies provide geospatial technologies to the Brazilian Federal Government and employ 2,263 people, distributed spatially in the South and Southeast Regions and the Federal District. Through the individual analysis of 600 contracts, we concluded that R$ 804,747,626.99 was negotiated with the Federal Government during the period.
