Methodology to Assess the Technoeconomic Impacts of the EU Fit for 55 Legislation Package in Relation to Shipping

Abstract: The recent inclusion of shipping in the Fit for 55 legislation package will have large knock-on effects on the industry and consequently on end consumers. The present paper presents an innovative top-down methodology, the MSF455 model, which estimates the new vessel Operational Expenditure (OPEX) as per the provisions of the Fit for 55 package and various scenarios based on carbon tax, penalty allowances, maritime fuel tax and effect. The methodology is presented and tested against six scenarios that are based… Show more

“…To gather and later study the impact of the CII, data are collected by the International Maritime Organization in the Data Collection System (IMO DCS). This database is inspired by the European Monitoring, Reporting and Verification (MRV) system, which monitored approximately 11,800 ships that called port in Europe during 2021 [19,20]. Although there are no legislative precedents for the chosen threshold, the initial scope of the MRV monitoring plan was for ships of and above 5000 GT, but recent changes were made by the new Regulation (EU) 2023/957, amending Regulation (EU) 2015/757, and vessels of 400 GT and above will have to report their CO 2 emissions from January 2025 [12,[21][22][23].…”

“…While Pietzcker et al [3] focus only on the on EU Emissions Trading System (EU ETS) sectors, Kattelmann et al [4] analyze the optimal share of GHG emission reductions between EU ETS and Effort Sharing Regulation (ESR) sectors and the optimal GHG emission reductions in ESR sectors for each EU Member State. Other studies assess the impacts of the Fit for 55 package on a specific sector [5][6][7][8] or on one sector or more sectors in a single country, e.g [9,10].…”
