“…This capacity threshold, employed by the Brazilian electricity regulator ANEEL, is used to separate decentralized micro-generation, which includes small rooftop installations or other forms of private generation by firms and is extensively used in solar, from larger utility-scale projects, which are expected to deliver broader socio-economic benefits. We use a wide range of publicly available data, such as employment data from the Ministry of Labor's RAIS database (Ferraz, Finan, and Szerman, 2015;Ulyssea, 2018), as well as data on public receipts and spending (Dahis et al, 2023) , power plant location and meteorology to construct two datasets, at the municipality-month and municipality-year level.…”
