Minority Chairs and Congressional Attention to Minority Issues: The Effect of Descriptive Representation in Positions of Institutional Power

Abstract: Objectives. Marginalization of minority issues from the congressional agenda is widely recognized as a hurdle to the functional representation of African Americans and Latinos.
