Modeling the Population Health Impact of Introducing a Modified Risk Tobacco Product into the U.S. Market

Abstract: Philip Morris International (PMI) has developed the Population Health Impact Model (PHIM) to quantify, in the absence of epidemiological data, the effects of marketing a candidate modified risk tobacco product (cMRTP) on the public health of a whole population. Various simulations were performed to understand the harm reduction impact on the U.S. population over a 20-year period under various scenarios. The overall reduction in smoking attributable deaths (SAD) over the 20-year period was estimated as 934,947 … Show more

“…The results suggest that the introduction of THS in the U.S. has the potential to result in adoption by adult smokers who would otherwise continue to smoke cigarettes. On the basis of this adoption rate, this could benefit public health by having a positive impact on this particular population of adult smokers 69 . In particular, the results indicate that the adoption of THS is unlikely to result in an increase of tobacco consumption.…”

“…A diverse range of models have been developed for this purpose, many of them conducted and funded by tobacco product manufacturers as part of their MRTP submission strategies, but this topic has also attracted academic attention (Lee et al 2021). All these models investigate the effect of launching a new, potentially reduced risk tobacco or nicotine product with respect to a scenario where only conventional cigarettes are available (Bachand et al 2017, Djurdjevic et al 2018, Levy et al 2017). However, given the success of product categories such as e-cigarettes or tobacco heated products (THP) in markets around the world, a two-product model may not be sufficient to appropriately represent tobacco and nicotine product use dynamics.…”
