Introduction. In the digital age, a primary condition for ensuring national security, fostering long-term economic development, and enhancing the quality of life for citizens is the effective functioning of state civil service institutions. Consequently, the quality of training for future employees in public authorities, particularly in the field of information and communication technologies, is of paramount importance.Aim. The present research aims to establish scientific and methodological foundations for a differentiated approach to developing digital competencies among future specialists in public and municipal administration during their training.Methodology and research methods. The methodological foundation of the study was grounded in the methods and principles of systems analysis, as well as general logical methods of scientific inquiry, including analysis, synthesis, generalisation, induction, and deduction. Additionally, it employed modelling techniques such as mental modelling and visual modelling.Results. The definition of the category “differentiation” as a specific form of educational organisation has been established. Key principles have been identified and substantiated, including the principles of complexity levels, individualisation, and collaboration. A framework model for the differentiated training of future public authority employees in the field of digital technologies has been outlined.Scientific novelty. A new methodology for training future specialists in state and municipal administration has been developed, substantiated, and is currently being implemented, taking into account contemporary trends in the evolution of the higher education system, particularly in the realm of digital technologies.Practical significance. The results obtained can serve as a methodology for organising educational activities within the higher education system, specifically for training future employees of public authorities.

Relevance. In order to prevent and eliminate such modern challenges as pandemics, local wars, man-made disasters, it is necessary to accelerate the introduction of digital technologies into public administration processes. This creates a need for the development of digital competencies of Russian civil servants. Research on this topic in scientific publications is limited and fragmentary. There is a request for the development of scientifically-based and practically applicable models for the development of digital competencies of modern civil servants.The purpose is theoretical and applied research of the current state of digital competencies of Russian civil servants.The objectives: to reveal the theoretical aspects of digital competencies of Russian civil servants (their definitions, models); to conduct a study in the format of professional self-testing aimed at establishing the level of development/non-development of digital competencies by Russian civil servants; to give recommendations on improving digital competencies.Methodology. In the course of the research, theoretical research methods were used: analysis, synthesis, deduction, induction, idealization, analogy, formalization, modeling; special research methods: traditional analysis of documents on the topic of digital competencies of civil servants, self-testing of Russian civil servants, as well as a systematic approach and assessment of the regulatory framework in the field of competencies in the civil service Of the Russian Federation.Results. Based on the data of self-testing of civil servants, it was revealed that Russian civil servants have a certain basic set of competencies in the field of information and communication technologies (ICT), but do not possess digital competencies focused on the development and implementation of modern "end-to-end" digital technologies in the public sphere.Conclusions. To strengthen the digital preparedness of civil servants, it is necessary to develop mechanisms, algorithms, technologies for the formation and development of digital competencies that are uniform for all civil servants. Civil servants will be able to orient themselves and draw up certain ways to improve their personal, professional and official level with the help of practice-oriented activities aimed at adapting to the conditions of digital transformation of public administration.
The subject of the research is the study of algorithms for the formation of competencies. The author examines various process structures of competence formation. The aim work is to develop a unified algorithm formation of digital competencies for civil servants. The specifics study will be focused on government civil servants who use digital technologies in their official activities. Special attention is paid to the issue of training and development of public civil servants. Author considers such an aspect of the topic as the impact of digital knowledge, skills and abilities on the digital economy of the Russian Federation. Author discusses various training technologies aimed at improving the qualification level of a civil servant. Author considers certain algorithmization of the formation of digital competencies in public administration. Features influence of educational activities on the creation of a special model of digital competencies of a civil servant. The following methods were used in the study: traditional analysis of documents (normative legal acts, scientific articles), modeling. As a result of the research author developed technology for the formation of digital competencies, aimed at developing the professional level of government civil servants and focused on the introduction of modern training models in public authorities. The area of possible implementation of the research results in such state bodies as the Government of the Russian Federation, the Administration of the President of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, etc. The novelty research is the development of completely new process of training and development of civil servants. The use of algorithmic technology for the formation of digital competencies will contribute to improving the qualification level of civil servant, improving public administration in a particular public authority, increasing measures to train and develop digital literacy of civil servant.
