The article attempts to identify opportunities to improve the quality of life of older people by implementing smart city solutions. Literature research presented in it contains answers to the following questions: what is planned to be achieved as a result of the smart city concept implementation, why this concept is implemented, who participates in this task and how to achieve the expected result of smart city implementation. In response to the first and second question, attention is paid to the needs of older people – smart city solutions exploitators, associated with a specific type of transport, which must be met to achieve quality of life at a certain level. The answer to the third question is an indication of the participants, such as designers, constructors, producers of solutions in the area of the smart city, as well as their exploiters. The last ones may be customers of transport organizations (passengers, users of the water supply system), users (drivers) and maintainers of transport means. Participants in transport systems – local authorities responsible for its functioning as well as the management of the transport company – may also participate in the discussed participation. Tasks that should be given to individual participants in the process of meeting needs have been defined. It was also pointed out that their role should not focus solely on technical aspects, but social participation is of particular importance, on which the quality of life of people in society depends.
Therefore, the selected method of technology assessment, which together with engineering methods should condition the course of the process of satisfying the needs aimed at obtaining the desired solutions in the smart city area, have been indicated. The result of the conducted research is the concept of an indicator that supports the process of technology assessment in the smart city area. Along with this concept, examples of questions which may form the basis of calculations with its use are listed.
