On the other hand, the EU Member States and EU institutions have set the target that by 2012 there should be a fully operational Computer Emergency Response Team (CERT), which will cooperate with law enforcement agencies to prevent and react to cyber-attacks [25]. On another side of the globe stands South Africa; it is making continuous efforts to develop skills in the cyber warfare arena.…”
