Multiple layers complexity allocation with dynamic control scheme for high-efficiency video coding

Abstract: High-efficiency video coding (HEVC) has significantly improved coding efficiency; however, its quadtree (QT) structures for coding units (CU) substantially raise the overall coding complexity.
