Leeuw is directeur van het Wetenschappelijk Onderzoek-en Documentatiecentrum van het ministerie van Veiligheid en Justitie en daarnaast hoogleraar Recht, òpenbaar bestuur en sociaal-wetenschappelijk onderzoek aan de Universiteit Maastricht. Mr. drs. M.P.C. Scheepmaker is hoofdredacteur van Justitiële verkenningen.
