In his book entitled Mingling of American and Canadian peoples , migration scholar Marcus Lee Hansen charts population movements across the Canada–US border since the 17th century. Over two and a half million Canadians are estimated to have moved and settled in the United States from 1840 to 1930 (Lavoie 1973). The extent of this human movement led Hansen to depict the phenomenon as one that constituted “the largest single reciprocity in international migration history” (Hansen 1940: v).

This article uses the history of Japanese emigrants to Hawai‘i as a lens through which to examine Japan’s engagement with the outside world in the late nineteenth century. Focusing on a single journey from Yokohama to Honolulu in 1885, it reconstructs the transit of two migrant labourers as they entered an ‘in-between’ state – between regimes of labour, between freedom and coercion, and between local and national identities. These migrant experiences challenge the teleological discourse of Japanese ‘progress’ that was so popular among political elites across the world in the 1880s, and that was embodied by the very materiality of the ship in which the labourers travelled. But the ‘in-between’ also speaks to the historiographical need to fill the silences that exist between archives across the Pacific Ocean, and thus to the wider challenges of writing global history.

‘Treated like Chinamen’: United States immigration restriction and white British subjects

In 1921, the United States introduced national immigration quotas. Although designed to curb the arrival of ‘undesirables’ from south-east Europe, this quota system also applied to Britain and its white Dominions. By 1929, Australia, New Zealand, and South Africa were each allocated 100 quota places per annum. The British quota was far greater, but still struggled to meet demand. Through a focus on the Australian example, this article investigates how an immigration regime intended to bolster America’s ‘Anglo-Saxon’ identity also exposed the limits of Anglospheric kinship by closing the gates to white Britons. Although the quotas had a comparatively minor impact on Britons, their exclusion held great significance in the context of Anglo-American relations, where the rhetoric of transnational white solidarity produced expectations of unqualified welcome in the United States. After 1921, as such welcome disappeared and then failed to rematerialize, the global community of white men’s countries was shaken and remade.
