Negative-Inertia Converters: Devices Manifesting Negative Mass and Negative Moment of Inertia

Abstract: Negative inertia is an unusual and counter-intuitive property of matter, extensively investigated in some of the most exotic branches of physics and engineering at both macroscopic and microscopic levels.
