Negotiated Management Strategies for Bovine Tuberculosis: Enhancing Risk Mitigation in Michigan and the UK

Abstract: Bovine tuberculosis (bTB) is an epidemiologically, politically, and socially complex disease. Across multiple international contexts, policy makers have struggled to balance the competing demands of wildlife and agricultural interests in their efforts to create workable and effective disease management strategies. This paper draws comparative lessons between the cases of Michigan in the USA and the UK to exemplify some of the challenges of developing an effective strategy for the long-term control of endemic d… Show more

“…In this study, farmers freely shared their experiences and opinions regarding the difficulties of conducting on-farm biosecurity to prevent diseases. Our findings align with existing literature which reports that farmers lack trust in their governments ( 74 76 ) resulting in complaints about the impracticality of the current biosecurity policy. Authors such as Rong ( 77 ) and Zawojska ( 79 ) have investigated the importance of farmers' trust in their respective governments.…”

“…In underdeveloped nations with inadequate control efforts, this disease continues to pose a risk to public health and produces substantial economic challenges for the livestock industry ( Little, 2019 ). In Africa, 82% of people and 85% of cattle reside in regions where bovine tuberculosis in cattle has been reported ( Ghebremariam et al ., 2016 ).…”

“…With Michigan thus far unable (or unwilling) to eliminate bTB in WTD, considerable emphasis has been placed on cattle farm biosecurity [ 7 ]. Biosecurity requirements have been implemented by MDARD and USDA in the MA zone under two phases: Wildlife Risk Mitigation (WRM) [ 66 ], begun in 2008 [ 67 ], and Enhanced Wildlife Biosecurity (EWB) [ 68 ], initiated in January 2020. Both programs incorporated on farm bTB risk assessments by agency veterinarians, wildlife biologists and university extension personnel tailored to specific producers, and the development of farm-specific plans to reduce wildlife/livestock interactions which the producer agrees to implement, as well as periodic (typically biannual) inspections to verify that the agreed upon controls had been implemented [ 67 ].…”
