“…Urban public amenities include a variety of conditions that contribute to a livable and pleasant living environment in cities, for example, the natural environment, social services and built environment and social climate. In developing communities, FM of public amenities is crucial for the sustainable development of the urban space (Salaj and Lindkvist, 2020; Kohima et al , 2022), using the city of Windhoek (Namibia) as an example, showed that lack of inclusiveness in urban facility governance can lead to “a one-city two-system (OCTS).” The concept of OCTS reflects a scenario where urban FM enables the development of one section while impeding the development of another section of the same city.
