The paper deals with general issues of organizing access to electronic documents in the framework of scientific and educational activities. Large volumes of already existing information, its continuous growth, the heterogeneous nature of storage and distribution, the lack of a unified way of working with it create many difficulties when using it. Awareness of these difficulties, qualitative changes in the field of information technology and telecommunications have led to the need to solve the problem of finding new approaches to the creation of repositories of information resources, their structure, and the development of tools necessary for users. Currently, such approaches are called “digital” or “electronic” libraries. According to the preliminary concept, an intelligent scientific and educational Internet resource will be an information system accessible via the Internet, providing systematization and integration of scientific knowledge, data, and information resources into a single information space, meaningful and effective access to them, as well as support for their use in solving various scientific and educational tasks. Another problem of the organization of effective information support for scientific and educational activities is that, due to its diversity and multidimensional nature, scientific and educational information resources are dispersed on remote pages of many sites and in distributed electronic libraries and archives. To solve this problem, it is necessary to solve the problem of bringing such resources related to one area of knowledge into a single information space, and also, no less important, to support their logical integrity. Without solving these two related tasks, it is impossible to solve the main task – to provide all participants of scientific and educational activities with meaningful access to integrated information resources and means of their analysis. The support of information systems in the field of scientific and educational activities is relevant, since the need for information always exists. In order to satisfy this need, it is necessary to organize access to various resources.

The problem of determining the structure and content of the professional competence of library specialists in the context of digitalization is becoming more and more urgent and does not find its solution due to the lack of a valid professional standard for a specialist in library and information activities. The need to clearly describe the structure of the digital competence of the modern librarian, as well as how to develop it, determined the problems of this article. The methodological and theoretical basis of this study was compiled by leading theories and scientific schools on a competent approach, set forth in the works of domestic and foreign scientists. The paper describes the structure of digital competence of the university library staff, which includes cognitive, functional-activity, motivation-value and communicative components. The organizational and methodological conditions for the development of digital competence among the staff of the university library are justified and described. The authors developed the contents of educational routes built taking into account the specifics of the digital activities of the categories of university employees.

Professional Competencies of Library Staff Engaged in Information and Analytical Support of Researches

The analysis of professional competencies of information specialists in domestic libraries operating in the research environment is carried out. The research is based on a questionnaire on the relevance of certain groups of professional competencies: background knowledge and skills, knowledge and skills in the field of scholarly communication, “soft” skills. The target group of the survey included library staff engaged in information and analytical support of fundamental researches of the Russian Academy of Sciences. It is revealed that the overwhelming majority of respondents recognize the relevance of the competencies included in the survey for library practice. Based on the respondents’ responses, competencies are divided into two key categories: universal and specialized. More than 60 % of the competence groups in the sections “background knowledge and skills” and “knowledge and skills in the field of scholarly communication” are classified by the majority of respondents as specialized ones. Almost all “soft” skills are classified by the majority of respondents as universal ones. Competence groups classified as “universal” can be used as the basis for the development of a general competence model for scientific library staff working in a research environment. Competence groups classified as “specialized” – are of importance for the development of variable models of competencies for individual functional roles of employees engaged in information and analytical support of scientific research.
