.Computer vision (CV) technology refers to the process of computer simulation of human vision and has the ability to perceive the environment and technology of the human visual function. In reality, CV is essentially the study of visual perception, a discipline that studies how to make computers see as humans do. Machine vision mainly uses computers to simulate human visual functions, extract information from images of objective things, process and understand them, and finally use them for actual detection, measurement, and control. With the frequent occurrence of safety accidents, especially in swimming, it is necessary to make adequate preparations to reduce the occurrence of accidents. Swimming is affected by many external factors. While completing swimming technical movements, trainees must overcome the stimulation of water on the body and the interference of breathing, which can lead to accidents. We aim to study the safety detection device of swimming pools based on CV and use the current popular CV technology to monitor the safety problems of swimming pools. We study the target motion trajectory detection system based on CV and use Zhang’s plane calibration method to locate the camera. This research is based on how the computer back-end server realizes abnormal behavior detection, which greatly saves hardware costs. The experimental data shows that water quality is most important issue in swimming safety, accounting for 29% of the population, which indicates that water quality is the focus of users’ choosing swimming as an activity. Of those surveyed, 19 people could not deal with the risks when swimming, accounting for 24% of the total group surveyed, which indicates that people’s swimming safety coping ability needs to be improved.

Location class is an essential factor in the gas pipeline project because it considers factors such as population density and the number of buildings along the gas pipeline route. As these parameters change, the pipeline operator needs to review the location class, also requiring a possible assessment of changes in allowable pipeline operating pressure. Brazilian regulations related to the safety of pipeline processes are defined in the Onshore Pipeline Technical Regulation and this document indicates the application of the requirements of the ASME B31.8 standard for changing the location class. Although there are preventive and mitigating measures in the ASME B31.8 standard, they are seen as overly conservative. Other international standards have different concepts, with evaluation criteria based on risk analysis. The issue has also been a challenge for other countries, which are reviewing their regulations and developing guidelines for gas pipeline operators. The main objective of this study is to carry out a survey of international practices related to changing the location class of gas pipelines and to propose a criterion based on the best international practices based on risk management, allowing a more comprehensive view of this subject.

The impact of third‐party actions remains a primary cause of induced failures in transportation systems. In response, the operational safety management system needs continual revision and robust implementation to mitigate such risks effectively. This study goes through the analysis of an incident involving the rupture of a gas pipeline, specifically examining the event that happened in January 2021 along the Cuiabá Lateral Pipeline in Mato Grosso, Brazil. A comprehensive comparative evaluation is undertaken, contrasting the investigation taken by the pipeline operator, and the analysis conducted by the regulatory body. Within the Brazilian context, operators are mandated to adhere to the Technical Regulation of Onshore Oil and Gas Pipelines (RTDT), a regulatory framework grounded in process safety, encompassing requirements for inspection, community engagement, and incident investigations. The regulator assumes an important role in evaluating the investigations carried out by operators. This research sheds light on the divergent perspectives surrounding the management system, depending on whether it is viewed from the operator's lens or the regulator's standpoint. operators tend to emphasize community actions, whereas regulators focus on the efficacy of preventive measures against third‐party actions, underscoring the significance of inspection frequency.
