New evidence on the relationship between democracy and economic growth

Abstract: It is often maintained that democracy is a luxury which comes at a price in terms of subsequent slower increases in national living standards. However, various recent cross-section studies on economic growth have found evidence that tack of civil and political liberties is negatively correlated with economic growth. Using a new measure of democracy, which is based upon the number of years that a country can be regarded as a democracy, the robustness of this relationship is examined. Both direct and indirect ef… Show more

“…We make use of Jaggers and Gurr's measure of democracy (1995), which came from the Polity III database. Numerous studies have considered the effect of political (in)stability and property rights on economic growth and accurate ways to ascertain the level of democracy (see, for example, Barro 1996Barro , 1998Clague et al 1996;Haan and Siermann 1995;Helliwell 1994;Przeworski and Limongi 1993;Alesina and Perotti 1996;and Londregan and Poole 1996). Although we should expect a positive relationship, the relationship between measures of democracy and economic growth or reforms is much more complex, so conclusive results may not be possible.…”

“…For instance, if education raises voter turnout or the awareness of the electorate in terms of economic and social issues, one could expect the quality of democratic decision-making process to improve in the long run. While empirical work has not found significant connections between democracy and economic growth (Haan andSiermann 1995, Barro 1996), the impact of the quality of the democratic decision making process on economic performance remains largely an unexplored area.…”
