The resilience of communities is given by the ideal convolution of the resilience of all their single parts. Strategic buildings require high levels of performance during and after a seismic sequence. Consequently, the seismic retrofitting of old strategic buildings is a central issue in prevention and mitigation strategies. The core of the study is a resilience approach to the seismic retrofitting of existing strategic buildings. Different performance levels are considered and four different retrofitting techniques are compared according to their fragility, and their post-earthquake cost and time recovery analyses. Lastly, the retrofitting techniques are compared based on the considered resilience index, which in turn is related to the estimated reduction of the seismic losses owing to the different retrofitting techniques, but especially to the effectiveness of the intervention based on the relevant cost and recovery times. In other words, these aspects take into account the key role of a building’s characteristics, and its public and strategic role during and after an earthquake. The intervention is selected not only (as is currently done) to reduce its construction times and costs, but to limit the service interruption after earthquakes. The results of this study could be operatively used as support tools in the seismic retrofitting of strategic buildings, either individually or on a large territorial scale.

Seismic resilience is a modern approach that aims to return the community of damage to its natural condition in a shortest possible time. Seismic resilience could be interpreted as a structure's ability to maintain a degree of functionality over a particular period of time once it is exposed to seismic events. The research study aims to address with an approach of functionality and seismic resilience of a mid-rise Ordinary Moment Resisting Frame (OMRF) structure subjected to repeated earthquakes. Besides, as a vulnerability and functionality study for risk assessments, both the Seismic Resilience Index (SRI) and the fragility surface were used to determine the seismic resilience of the selected building. The fragility surfaces expressed the probability of damages with respect to intensity measure and seismic event period (T). The concept phases of this approach were as follows: (1): Select targeted buildings, (2): Select and scaled a set of repeated Seismic Ground Motion (SGM) records, (3): Generate an Incremental Dynamic Analysis (IDA), (4): Fragility surface and (5): Functionality curve, with seismic resilience index (RI). Eventually, after investigating the structure through the vulnerability assessment, initiating with IDA, and ending with the fragility surface, it is clearly established that the buildings do not have the capacity to withstand a 15 sec repetitive earthquake due to their ordinary structural design related to ductility demand. Meanwhile, with an increase in the possible seismic ground acceleration, the fluctuation in functionality, SRI, robustness, structural losses, and time recovery of distinct performance levels could be estimated.

Abstract. In every field concerning post-disaster reconstruction, not only in engineering, technology plays a leading role and, just as resilience, it has become the goal that every action should achieve. In light of what has been claimed, this paper intends to critically illustrate one of the most interesting elements of technological innovation underway in the city of L'Aquila hit by the 2009 earthquake. The reference is the so-called "smart tunnel", a system of functional and management rationalization of the underground services of the city. The work was divided into two portions called "Excerpts" where the first one is currently 93% completed and highlighted the presence of intrinsic criticalities in the work and in the context. In order to avoid irrational and random conditions that could inevitably lead to a safety lack, related to the excerpts II a methodology is being developed, based on District Information Modeling. It is configured as a control and management tool for the whole system which will allow the interference management inspired by principles of rationality and safety. The smart tunnel system is part of a series of other public and private initiatives, aimed at a widespread experimentation of advanced technologies that deals with the renewal of infrastructures, services and mobility, telecommunications. These innovations mainly concern the L’Aquila historical centre but also the outskirts and follow the principles of the smart city and related to the resilience development.
