No aggregate deforestation reductions from rollout of community land titles in Indonesia yet

Abstract: In Indonesia, 60 million people live within 1 km of state forest. The government of Indonesia plans to grant community titles for 12.7 million hectares of land to communities living in and around forests. These titles allow for using nontimber forest products, practicing agroforestry, operating tourism businesses, and selective logging in designated production zones. Here, we estimate the early effects of the program’s rollout. We use data on the delineation and introduction date of community forest titles on … Show more

“…Finally, our study contributes to literature estimating the effectiveness of initiatives to reduce deforestation and emissions in Indonesia, e.g. through protected areas (Brun et al 2015, Shah andBaylis 2015), debt-for-nature swaps (Cassimon et al 2011), tenure security and REDD+ projects (Resosudarmo et al 2014), reduced-impact logging (Griscom et al 2019), FSC certification (Miteva et al 2015), community forestry (Santika et al 2017(Santika et al , 2019, community land titling (Kraus et al 2021), multifunctional landscapes (Santika et al 2015), and a moratorium on concessions for oil palm, timber, and logging (Busch et al 2015, Chen et al 2019. It also contributes to a growing effort to integrate global economic models with finescale analysis of land-use change (Hertel et al 2019).…”

“…On the other hand, BenYishay et al (2017), using alternative satellite outcome measures, do not find significant reductions resulting from separate aspects of the same land titling process. Similarly, Kraus et al (2021) do not find aggregate reductions in deforestation within a year of the recent rollout of community titling to forest land in Indonesia, and Eisenbarth et al's (2021) recent experimental evaluation of a village-level community monitoring program in Uganda finds that this may simply displace deforestation activity to neighboring, unmonitored areas. Given the heterogeneity in responses, determining more clearly what explains the heterogeneity in the effects of more secure land titling is an important area for future research.…”
