Abstract:The article examines the ideas and arrangements referred to as nonterritorial autonomy (NTA) in the Russian Empire, the Soviet Union, and the post-Soviet states. Many scholars regard NTA as a theoretical breakthrough and as a way to drastically rearrange diversity policies.
