“…Inclusivity necessitates essential competences, including developing, implementing and effectively reviewing IEPs (EADSNE, 2012b, p. 14). Informal observation prior to the action research study had led to a concern that IEPs may be an exercise in ‘paper compliance’ (Smith, 1990, cited in Bowers, 1997, p. 48) rather than informing teaching and learning in lessons.
