Abstract

The world as challenge: the dissolution of empire and the limits of popular governmentHow should a new state relate to the world around it? This was one of the questions which arose early during the constitutional assembly at Eidsvoll in 1814, and which caused substantial debate, splitting the assembly in two. The unionist party wanted to discuss the relationship with other states, whereas the independence party preferred to leave such matters to the prince regent. This article presents the debate of 1814 as part of a longer trajectory in the history of ideas. The emergence of «foreign policy» is here seen as closely related to a gradual differentiation in the concept of politics and boundary-drawing between state and society.
