On Controlling Fallback Responses for Grounded Dialogue Generation

Abstract: Dialogue agents can leverage external textual knowledge to generate responses of a higher quality. To our best knowledge, most existing works on knowledge grounded dialogue settings assume that the user intention is always answerable.
