The goal is to develop an evaluation framework for the quality of governance (QoG) and to evaluate the impact of government digitalization on the QoG for Indonesia. The study develops an evaluation framework to determine the impact of digitalization on the QoG. Data were collected to test the framework in practice by interviewing 10 state apparati and organizing small-group discussions. The manual process of the state government officers' selection in Indonesia is considered very poor and vulnerable to corruption, collusion, and nepotism. The interviewees agreed that digitalization resulted in improved transparency and QoG. Overall, information digitalization has a dual impact as it led to improving service quality, transparency, and government accountability, but it did not result in less corruption, collusion, and nepotism. The findings suggest that digitalizing needs to be complemented by introducing checks and controls to reduce these problems. An evaluation framework offers important insights for digitalization and helps to identify opportunities to improve the QoG further.

A high unemployment rate, poor quality service, rampant corruption cases and low economic growth characterise an ineffective government. In contrast, an effective government is a fundamental element of global economic development. The role of bureaucratic quality towards government effectiveness has generated a growing interest in the modern world. Bureaucratic quality evaluates public bureaucracy on transparency of political leaders and the letter of law to strictly agree with the rules. This study examined the role of bureaucratic quality on government effectiveness by examining the intervening effects of information technology and voice and accountability. We collected 25 years of data (1996 -2021) from eight ASEAN countries. Using the Generalised Method of Moments estimator, we estimated a panel data dependence model to overcome heterogeneity and endogeneity issues. The results showed that bureaucratic quality explained government effectiveness through the intervention of information technology and voice and accountability. This study contributes to how bureaucratic quality and the use of information technology can make government work better, but this can only be done fully if there are also ways for people to get involved and be held accountable. Information and Communication Technology (ICT) supports the sharing of information to improve the Quality of Governance (QoG). Many studies found a relationship between ICT diffusion and globalization and between ICT diffusion and the Quality of Governance. This study investigates the influence of both ICT diffusion and globalization in explaining the country level QoG while incorporating gross domestic product (GDP) per capita, human capital, and government expenditure in the context of the ASEAN (Association of Southeast Asian Nation) region. To this end, we used Panel Autoregressive Distributed Lags (ARDL) to analyze panel data from 1984 to 2017. In contrast to research conducted in other countries, our research shows that the impact of ICT diffusion on QoG is not significant in the ASEAN region. The findings can be explained by a lack of coherent ICT-strategy among the countries and a lack of institutional mechanisms to ensure ICT efforts’ effectiveness. However, the relationship between globalization and QoG is positive and significant.
