On-Time Reliability Impacts of Advanced Traveler Information Services (ATIS): Washington, DC Case Study

Abstract: Internet-based Advanced Traveler Information Services (ATIS) provide the urban traveler with estimated travel times based on current roadway congestion. Survey research indicates that the vast majority of current ATIS users are satisfied consumers who feel they save time by utilizing these services on a regular basis. However, in numerous field experiments and simulation studies, ATIS users experience little or no actual reduction in their in-vehicle travel time. This report describes an innovative analytical … Show more

“…One application in this area has found that the largest benefit to users of advanced traveler information systems (ATIS) in urban areas is improved on-time reliability. Using Mitretek Systems' heuristic online web-linked arrival time estimation (HOWLATE) method, a 3-month study concluded that ATIS users realize time savings not from reductions of in-vehicle travel times but by budgeting less time for travel and still arriving on time and arriving early and late less frequently (7).…”

“…Benefits from the 511 advisory service were mostly observed in reduction of actual late arrivals for users of the service and in reduction of the en route expectation of late arrivals. Because Salt Lake City has very little variability relative to the larger metropolitan areas in previous HOWLATE studies [e.g., Washington, D.C., (11), Los Angeles, California ( 17)], it is not surprising that absolute benefit measures are more modest. However, as seen in previous studies, more dramatic benefits in Salt Lake City, Utah, can be observed for certain trips that experienced day-to-day travel-time variability.…”

“…The HOWLATE methodology (7,9) applies dynamic programming to archived observed roadway travel times to quantify the mobility benefits of ATIS for simulated commuters. HOWLATE constructs synthetic, retrospective yoked driving trials between a pair of habitual commuters-one who does not use ATIS and the other who uses ATIS-who have the same origin, destination, desired arrival time, and habitual route.…”
