Open access wireless markets

Abstract: A B S T R A C TThis paper describes an open access market for capacity. Open access means that in real-time, network capacity cannot be withheld-capacity is priced dynamically by the marginal demand during congestion. The paper offers the open access market as a means for managing growing spectrum demand and as an alternative to naked spectrum sharing. The paper describes the parameters of the open access market showing that it can be implemented using today's technology and without significant regulatory chan… Show more

“…In this paper, we analyzed the functioning of the open market with an internal organization similar to that proposed in Cramton and Doyle [11]. In this environment, we studied the impact of the financial risk-free rate of return on the secondary spectrum market.…”

“…According to Cramton and Doyle [11], the barriers to entry to the market dealing with network capacities are removed, and anyone can gain access to mobile communication services at nondiscriminatory prices. In contrast, because network capacities are scarce, their pricing satisfies the returns to owners, and prices economically regulate the network.…”

“…Auction theory has also been used to model access to secondary spectrum [9]. Other works have focused on auctioning network capacity provided by one network operator [10]. Only recently the auctioning of multiple heterogeneous resources has started to attract attention [11].…”
