As a scientific method, comparative studies respond to the needs of society. However, the logic of globalisation has reduced the demand for comparative analysis in international and national (regional) studies. Nevertheless, old, settled coastal areas — which European urban science considers as evidence of the decisive effect of coastal position on spatial development and urbanisation — remain valid research objects. Achieving corresponding theoretical and practical goals requires qualitative and quantitative analysis of urbanisation in coastal areas. This article aims to determine whether the territorial support frameworks of settlement in the St. Petersburg and Kaliningrad regions meet the modern conditions of settlement system development. A cartographic modelling of the settlement structures of the two Russian regions was carried out using Golden Software Surfer 20. The models obtained were supplemented with isolines reflecting the fields of the spatial structure of urban settlement. The settlement systems were analysed from the standpoint of transport communications, using the Engel and Goltz coefficients. The coefficient values show that road transport is the most developed in the study regions, while river transport is the least developed. It is concluded that spatial development is leading to urbanisation and reinforcing the monocentric model of spatial structure. However, the economic effects of monocentricity are almost exhausted, and the limits of polarisation and effective growth attainable with the model are nearly reached. This calls for a transition to a polycentric urbanisation model through developing local centres and enhancing transport connectivity between them. It seems that, in the new economic and political conditions, Russia’s two coastal border regions will benefit the most from the linear-nodal settlement. The study identified the local cores that can lay the foundation for the transition to the new settlement model.

Digital technologies have revolutionized governance processes by enhancing efficiency, transparency, and citizen engagement. The adoption of e-governance platforms and online services has streamlined administrative procedures, making government services more accessible and convenient for citizens. Data-driven decision-making has enabled evidence-based policy interventions and targeted service delivery. Online platforms for public consultations have empowered citizens to participate in decision-making processes and fostered a sense of inclusivity. The successful transformation of governance processes through digital technologies requires addressing challenges such as the digital divide, data privacy, cybersecurity, and continuous evaluation to ensure the benefits are maximized and the potential risks are mitigated. The study findings reveal that the adoption of digital technologies has brought several significant benefits to governance processes in the Regional Council. Efficiency has improved through the implementation of e-governance platforms and online services, reducing administrative burdens and enabling streamlined service delivery. The study also highlighted cybersecurity and data privacy as critical concerns. The regional council should continually invest in robust security measures to safeguard sensitive information and protect against potential cyber threats. The study concluded that the digital transformation of governance processes in the Council has yielded significant improvements in efficiency, transparency, citizen engagement, and accountability. The adoption of digital technologies, such as e-governance platforms, online services, and data-driven decision-making, has streamlined administrative procedures, enhanced service delivery, and empowered citizens to actively participate in governance. The study recommended that the regional council should prioritize efforts to bridge the digital divide and ensure equal access to digital technologies and internet connectivity. Training and educational resources should be provided to improve digital skills, increase awareness of online services, and promote responsible digital citizenship.

The purpose of the work is to study the mechanisms used to ensure the sustainable development of the company based on the strategic competitive advantages of postal companies. The research uses: methodology based on the application of general scientific methods to ensure the sustainable development of the company and strategic management methods for the development of strategic competitive advantages; statistical methods for analyzing the state and development of the company and methods of expert assessments to determine the prospects for the development of the company, to identify the strategic competitive advantages applied in practice. The originality of the research lies in the fact that the proposed methodology and algorithm for the formation of a sustainable development mechanism allow for the sustainable development of the company under study. The identified and described basic components of the mechanism for the sustainable development of postal companies make it possible to analyze effectively, evaluate and implement the principles of their sustainable development. A scheme for compiling a list of tasks to ensure the sustainable development of the company and methods of forming a mechanism for sustainable development of the company based on the design of managerial innovations and benchmarking have been created.
