Abstract: NB-IoT is designed to connect IoT devices with low-power, wide-area coverage and efficient costs.  Ensuring optimal data transmission delay is a challenge in NB-IoT implementation. Inadequate coverage can hinder IoT adoption. Optimization balances energy saving and delay trade-off. The Killer Whale Algorithm (KWA) optimizes delay by adjusting repetition variables.
