Optimization of Production–Living–Ecological Space in National Key Poverty-Stricken City of Southwest China

Abstract: Trade-offs and conflicts among different sectors of production, living, and ecology have become important issues in regional sustainable development planning due to both the versatility and limitation of land resources, especially in poverty-stricken mountainous areas. This study builds an optimization model to assist policymakers in simulating land demand and allocation in the future. The model takes socioeconomic and demographic development into consideration and couples local planning policy with land use d… Show more

“…The coupling coordination of PLES is an extension of the connotation of coordinating the man-land relationship and promoting sustainable development [ 2 , 10 , 11 ]. Previous studies on PLES mainly focused on PLES classification [ 15 ], index construction [ 2 , 16 , 17 , 18 ], pattern evolution [ 19 , 20 , 21 ], spatial conflict [ 4 , 5 ], spatial optimization [ 8 , 9 , 16 , 22 , 23 ], eco-environmental effect [ 6 , 24 , 25 ], and coupling coordination analysis [ 2 , 11 , 12 ]. Specifically, regarding the classification of PLES, previous scholars have completed abundant studies on land classification and evaluation systems based on different research perspectives [ 2 , 17 , 26 ].…”

“…The conflict of PLES has led to a series of issues, including out-of-control space development, disordered regional competition, tightening resource and environmental constraints, a deteriorating human-capital relationship, and serious damage to the ecological environment [ 4 , 5 , 6 ]. Constructing a new pattern of territorial space development and protection, gradually forming a PLES with coordinated functions and a new pattern of territorial space development and protection with obvious main functions, complementary advantages, and high-quality development are effective ways to alleviate the multiple problems facing China’s territorial space utilization [ 7 , 8 , 9 ]. Coordinating the functional coupling and coordinated development level of PLES is the inherent requirement of high-quality utilization for territorial space [ 2 , 10 , 11 ].…”

“…The essence behind this goal is the overall coordinated development of production-livingecological (PLE) functions [27]. On the one hand, the realization of SDGs requires the overall sustainability of the economy, society and environment, which is strongly related to the comprehensive coordination of PLE functions [28]. However, in most existing studies, there is a general lack of connection between the comprehensive assessment of PLE functions and SDGs, which limits effective decision-making based on the perspective of PLE functions to maintain SD [29][30][31].…”

“…Pieces of previous research have been conducted on the MFZ, mainly focusing on the conceptual theory [ 10 , 14 , 15 , 16 ], zoning [ 17 ], structural analysis [ 15 ], monitoring and evaluation [ 5 , 18 ], simulation [ 19 , 20 , 21 ], coordinated development [ 5 , 7 , 22 ], pattern optimization [ 23 , 24 , 25 , 26 ], influence mechanism [ 5 , 27 ], and supporting policies [ 28 ]. As the strategic background of national planning, the MFZ is the prospect of the overall pattern of China’s territorial spatial protection and development in the future [ 11 , 14 ], which can guide the quantity distribution and spatial layout of production-living-ecological space (PLES) through territorial spatial planning, three-zones and three-lines management and control [ 11 ].…”
