Optimizing scheduling of post‐earthquake electric power restoration tasks

Abstract: This paper presents a stochastic integer program developed to determine how to schedule inspection, damage assessment, and repair tasks so as to optimize the post-earthquake restoration of the electric power system. The objective of the optimization is to minimize the average time each customer is without power, and a genetic algorithm is used to solve it. The effectiveness of the schedules recommended by the optimization are evaluated by running a detailed discrete event simulation model of the restoration pr… Show more

“…This problem is difficult to solve with standard optimization techniques because of the complicated cascading failure process within and across multiple systems. Instead, this paper uses the genetic algorithms, which are power stochastic search algorithms that have been successfully used in the literature to optimize restoration sequences of damaged components of single infrastructure systems after disruptive events [42][43].…”

“…One such approach to define an end point is to consider the restoration of an infrastructure back to a specified percentage of functionality, such as 90% [46,66,75]. Herein, it is assumed that the response phase is characterized by the time taken for an arbitrary 90% repair to the original inoperability of the ith infrastructure, denoted t i,90 .…”

“…Feng and Wang [7] proposed a zero-one integer multi-objective programming model to determine the priority of emergency rehabilitation in the 72 h post-earthquake. Xu et al [21] present a stochastic integer program to determine how to schedule inspection, assess damage, and repair tasks in order to optimize the post-earthquake restoration of the electric power system. The objective of the optimization was to minimize the average time that each customer is without power, and a GA was used to solve it.…”
