“…The system framework is shown in Figure 1. To ensure effective comparison between SEA and TOPSIS, the most promising values generated from the membership functions of the triangular fuzzy numbers in the fuzzy-AHP method in [5] were used to construct the AHP pair-wise comparison matrix for the considered criteria necessary for handoff decision. The AHP process in the end assigns weights to criteria which are used by the TOPSIS method to perform final ranking of the access networks.…”
