The effects of episodic and thematic framing on the attribution of responsibility for societal problems have previously been investigated with experimental methods and mostly tested general effects on the public. The current work, instead, investigates episodic framing’s effect by linking a large-scale content analysis to data of a panel survey ( n = 3,270) and assesses the conditionality upon citizens’ individual political ideology. It does so with a focus on perceptions of responsibility for the 2009–2015 economic crisis and within the context of the Netherlands. Results demonstrate that exposure to episodically framed crisis news caused a decline in the attribution of responsibility to individual citizens, whereas thematic framing did not affect this. Framing effects on the attribution of political responsibility, instead, were conditional on political ideology: Episodic framing decreased the attribution of political responsibility, whereas thematic framing increased the attribution of responsibility to political actors, but both effects occurred primarily among citizens with a right-wing political-economic ideology. Accordingly, we add an explanation for the inconsistency of effect directions in previously published research on the effects that episodic and thematic framing may have on responsibility attributions.

Vielfalt als zentrale Schlüsselnorm der Medienregulierung prägt die Debatte um den Funktionsauftrag von öffentlich-rechtlichen Medien (ÖRM). Denn mediale Vielfalt gilt als normative Voraussetzung für freie Meinungsbildung und betont damit die demokratiestützende Aufgabe von ÖRM. Mit Blick auf verschiedene Demokratiemodelle und strukturelle Rahmenbedingungen wird Vielfalt als Qualitätsdimension allerdings bislang empirisch – gerade in vergleichender Perspektive – nur vereinzelt analysiert. Dieser Beitrag überprüft mit einer manuellen quantitativen Inhaltsanalyse von fast 6.000 Beiträgen der Politikberichterstattung mit nationalem Bezug, wie vielfältig die Hauptnachrichtensendungen der ÖRM auf ihren traditionellen und Online-Kanälen in Deutschland, Österreich und der deutschsprachigen Schweiz und im Vergleich zu anderen Nachrichtenangeboten sind. Die Resultate zeigen geringe Unterschiede zwischen Offline- und Online-Kanälen und zwischen den Medientypen. Themen- und Akteursvielfalt sind relativ hoch, mit Einschränkungen durch den Fokus auf Akteure der Exekutive. Gleichzeitig reflektiert die Berichterstattung politische Systeme und Demokratiemodelle; entsprechend fällt der Fokus auf die Exekutive im liberal-repräsentativen Modell in Deutschland am stärksten aus, während die stärkere Präsenz von Parlament und organisierter Zivilgesellschaft in der Schweiz eher dem deliberativen Modell entspricht.

In reporting about the regions of a country, news media help define relevant topics and contribute to the integration of society. In multilingual countries, covering news across language boundaries is especially important, yet challenging and costly to perform. To what extent the news media use transregional coverage, that is, look beyond their own language regions, is therefore a particularly relevant question for multilingual societies. This study shows how news media in the three language regions of Switzerland observe each other. A representative sample of news items (N = 25,035) from 47 print and online news outlets was automatically structured based on textual mentions of Swiss place names (n = 189) and linked to manually coded variables. The results show that the degree of transregional coverage differs considerably depending on the size of the language regions, the topic, the source, and the media type. When covering other language regions, news media focus on sports, and news media from the two smaller media markets rely heavily on news agency reports. Both public service media and tabloid media use much transregional coverage, with the former focusing on politics and the latter on sports. Thus, media types contribute to integration differently.
