La conformación del órgano electoral local es fundamental para entender la gobernanza electoral y el desempeño del organismo que tiene entre sus atribuciones y funciones, validar las elecciones que se desarrollan bajo dos regímenes electorales: Partidos Políticos y Sistemas Normativos Indígenas.
Con este entendido, el conocimiento de la manera en la que se integra el organismo, que da sustento tanto a las aspiraciones democráticas como a las que reclaman el respeto a la diversidad, es fundamental para una comprensión de la política en Oaxaca.
El texto analiza la manera en la que se ha constituido la institución que se encarga de organizar las elecciones en el estado de Oaxaca. Se aborda especialmente el periodo en el que esta institución intenta convertirse en un organismo autónomo, que va del último gobierno de hegemonía priista y al primero de alternancia. El análisis comprende dos dimensiones: una cuantitativa, que mide la composición del órgano mediante dos métodos: el índice de independencia del instituto electoral local y el grado de partidismo del mismo. La otra, cualitativa, considera el cumplimiento de los requisitos de la legislación, federal y estatal en selección de consejeros electorales.
The formation of the local electoral body is essential to understand the electoral governance and the performance of the electoral institution that has among its powers and functions those related with validation of the elections, carried out under the two electoral systems: political parties and indigenous normative systems. With this understood, the knowledge of the way in which integrates the body, which gives sustenance both democratic aspirations as calls for respect for the diversity, is fundamental to an understanding how politics works in Oaxaca.
The article analyses the way in which the institution that is in charge of organizing elections in the State of Oaxaca was constituted. Especially deals with the period in which it aims to become an autonomous body, ranging from the last government of the PRI’s hegemony and the first government of alternation. The analysis comprises two dimensions: a quantitative one measuring the composition of the body by two methods: index of independence of local electoral Institute and the degree of partisanship of the same. The qualitative dimension considers compliance with the requirements of the legislation, federal and State, at selection of electoral counsellors.
