Estimation and Comparison of Damage Probability for Non-Damaged and Damaged Structural Systems Purpose: The purpose of this study is to demonstrate the importance of determining correct representative fragility curves for previously damaged buildings to achieve effective disaster planning and risk management. Theory and Methods: In order to estimate the performance and damage levels of previously damaged structures after a next earthquake, a midrise reinforced concrete structure-which is damaged in an earthquake but still in use-is selected. Nonlinear time history analysis is performed for the 3D model of structural system exposed to previously recorded earthquake motion using SAP2000 software. Based on the resulted plastic rotation values of the structural elements, the damage level of the analyzed model is verified with real damage of the structure. After that, nonlinear static analyses of the two models are performed with Sap2000 and the story drift ratios and the spectral displacements are obtained. Using HAZUS drift ratio threshold values and lognormal standard deviation values, fragility curves are derived for two models separately. Using the new "Earthquake Hazard Map of Turkey" damaged and non-damaged structural system spectral displacements are determined for three earthquake Levels, DD-1, DD-2, DD-3. Using these spectral displacements, damage levels can be estimated from the derived fragility curves and compared for damaged and undamaged. Results: In terms of disaster planning and risk management, the total damage rate above the moderate damage level is of great importance to determine loss of life and shelter requirement ratios. The study concluded that If the damaged structure is re-exposed to an earthquake, the total damage expected to rate over; % 33 for the DD-3 earthquake level, 30% for the DD-2 earthquake level and 15%for the DD-1 earthquake level. Conclusion: The effective implementation of the strategies, identified before a possible disaster, is very important in terms of reducing the negative consequences of the disasters so it should be estimated correctly. Therefore, both of accurate assessment of existing building stock and accurate evaluation of fragility curves of the studied area key points to make a proper damage estimation and a successful disaster management.
