Pengelolaan Dana Desa Dan Dampaknya Terhadap Indeks Desa Membangun Di Nusa Tenggara Timur

Abstract

This study analyses the impact of the village fund programme as a strategic policy for developing rural areas. The dimensions of the performance of village fund management, such as the percentage of the fund transfer, the percentage of the fund usage, and the promptness of the fund transfer, are employed as explanatory variables, which are then sought to delineate their effects to Village Development Index (IDM). The time lag is taken into account to explain the phenomena as the impact on IDM presumably takes time to occur. The method used in this study is panel data regression analysis with a fixed effect model. The data studied are village funds data of 2017-2021 and the village development index data of 2020-2022 of the population of 3.026 villages in East Nusa Tenggara Province. The results suggest that the percentage of the fund transfer does not significantly affect the village development index . However, the percentage of the fund usage and the promptness of the fund transfer, both lagged by two years and three years, interestingly have significant influences on the village development index. This is strong evidence that the effect of village fund management on rural development will be seen in the next two years and three years following the transfer. AbstrakPenelitian ini menganalisis dampak dana desa sebagai suatu kebijakan strategis pemerintah dalam pembangunan desa. Dimensi kinerja pengelolaan dana desa, seperti persentase penyaluran, persentase penyerapan, dan kecepatan penyaluran yang digunakan sebagai variabel penjelas untuk diteliti pengaruhnya terhadap indeks desa membangun (IDM). Studi ini mempertimbangkan lag waktu karena dampak dana desa tersebut pada IDM diperkirakan membutuhkan beberapa periode waktu. Metode yang digunakan dalam penelitian ini adalah analisis regresi data panel dengan fixed effect model. Data yang diteliti terdiri dari dana desa tahun 2017-2021 dan IDM tahun 2020-2022 pada 3.026 desa di Provinsi Nusa Tenggara Timur. Hasil penelitian menunjukkan bahwa persentase penyaluran dana desa tidak berpengaruh signifikan terhadap IDM. Namun, persentase penyerapan dana desa dan kecepatan penyaluran dana desa, dengan lag waktu dua dan tiga tahun, memiliki pengaruh signifikan terhadap IDM. Ini Halaman 52
