Purpose: Integration of the theory of planned behaviour and the Diffusion of innovations (DOI) theory to examine EVs low adoption intention in Rwanda. Methodology: The research model involved the integration of the Theory of planned behaviour and the Diffusion of innovation. To build the conceptual framework, over 50 articles were collected from Google scholar and summarised using meta-analysis. Two hundred and twenty participants were surveyed in person using a questionnaire, with each construct having at least three questions to run the Partial least squares (PLS) Structural Equation Modelling (SEM). Data were analysed using SmartPLS 4.0. Findings: The study found that two factors of the Theory of planned behaviour TPB- attitudes and perceived behavioural control- positively impact EVs adoption intention while subjective norm does not. Three factors of diffusion of innovation (DOI)- trialability, compatibility, and observability- positively impact attitude towards EV adoption. Unique Contribution to Theory, Practice and Policy: Findings from the research explain the low adoption of electric vehicles in Rwanda. They can serve as an objective basis for policymakers to upscale EV uptake in Rwanda and brings to perspective the context of Rwanda on factors of EV adoption.

Autonomous Vehicle Adoption in Developing Countries: Futurist Insights

In recent years, research into autonomous vehicles (AVs) has become highly popular in industrialized nations due to their importance in the future success of smart cities. Research on this mobility technology and the critical elements affecting its development in developing countries, however, has been rather limited. This paper aims to shed light on the most influential elements of AV adoption in developing nations. A structural analysis approach is used, based on the primary qualitative data—that was gathered via an expert-opinion poll utilizing the fuzzy Delphi with a snowballing method and engaging 25 experts in the field in two rounds—, in accordance with the tradition of futurist research. The analysis has led to the identification of 11 key factors, from the initial factor pool of 54, affecting AV adoption in the case study context of Iran. The results of the analysis revealed the following conclusions, that fall under the policy and legislation domain, and present the most significant issues impacting AV adoption: (a) Future orientation of government—consistency and of accountability of policies, the long-term vision of the government for developing AVs industry; (b) Managing the international sanctions for foreign investment, and; (c) Funding mega projects to enable AVs. The results indicate that the establishment of legislation and the formulation of government policy regarding the provision of infrastructure, investment, and credit allocation are crucial for the development of AVs in Iran and other developing nations with comparable characteristics.

Mobility is evolving globally. Automated vehicle technology is consistently advancing with the development of Artificial Intelligence and information communication technology. The Autonomous Vehicle is acknowledged with the benefits of reducing traffic fatalities, reduced emissions and convenience. If autonomous vehicles are widely adopted, the Sustainable Development Goals could be achieved. Various studies have been conducted to investigate the psychological factors (internal) as well as assess the efforts of institutions (external) in promoting the adoption of autonomous vehicles. Nonetheless, there is very few studies examined the impacts of internal and external factors on the acceptance of autonomous vehicles simultaneously. Therefore, this study is taken to close the gap in understanding the acceptance of autonomous vehicles in Malaysia by integrating the internal factors and external factors in a model. By reviewing the past studies, a conceptual framework which can offer a comprehensive insight to the policymakers and car makers from the public’s perspective is proposed. Implications from this study can serve as a basis for prioritising the budget resources and development guidelines for the successful implementation of autonomous vehicles in Malaysia.
