Performance Evaluation of Research and Business Development: A Case Study of Korean Public Organizations

Abstract: This study presents data envelopment analysis (DEA)-based systematic and simultaneous performance measures for research and business development (R&BD) and internal processes. In particular, we focus on the relationship between the research and development (R&D) process and business development (BD) process in evaluating R&BD overall performance, and provide effective guidelines for relatively underperforming decision-making units to help them establish an optimal strategy to increase their performance. “…Technology development performance can be defined as the technology acquired during the course of a technical development project. Technology development performance can be explained by a similar concept to R&D performance [7]. Cohen and Levinthal argue that R&D performances are defined as "original knowledge created in research and development process" and mean an improvement of the production process.…”

“…Moreover, following previous studies, the exploration and exploitation are basically connected with the process of innovation and slack resources [23][24][25]55,56]. Since exploration and exploitation can be defined as opportunity-seeking and advantage-seeking, respectively [42,[57][58][59], those are affiliated with the firms' innovation system and affect their business performance [23][24][25]56,60,61]. Yet, each exploration and exploitation seems to have different impacts on contribution to business performance.…”

“…Thus, the evaluation of R&D performance has been the important problem for both academic interest and practical needs [8]." R&D performance can be seen from various perspectives as shown in Table I, R&D performance in firms [9]- [11], R&D performance in government research institute [12], [13] based on projects [14] R&D performance at the research unit for strategic change [2]. R&D performance in university [15], [16] and R&D performance in the regional area [17].…”

“…R&D performance in university [15], [16] and R&D performance in the regional area [17]. Evaluation of R& D performance can use the DEA method, some researchers use the DEA method [2], [9], [11], [13]- [17], also shown in TABLE I. The Charnes data analysis concept emphasizes that DEA is a linear programming methodology that evaluates the relative performance of a decision-making unit (DMU) using a set of inputs to produce a set of outputs.…”
