All certified Aerodromes require to implement Safety Management System (SMS) from November 2005 according to the International Civil Aviation Organization (ICAO) requirements. Nowadays safety risk assessment in aerodromes with main operational scopes has been a critical issue in the aviation industry. The current SMS model is no more sufficient to comply with this complexity and cover all aspects of aerodrome factors quantitatively. A new model for aerodrome safety risk assessment to evaluate Aerodrome’s safety riskbased on the Entropy method is developed in this research. In this new method, critical criteria and their sub-criteria are developed and then assess the safety risk. One Aerodromes (as a case study) is considered and the weight of criteria and sub-criteria are measured based on Entropy technique and aerodrome safety performance is assessed. The first phase was the weight measurement of criteria by the Entropy method, and then evaluate related safety performance. Based on the safety risk assessment result, the aviation experts were interviewed to verify the result, which supported our research outcomes. The result of this research should guide aviation SMS experts to take proper safety mitigations to prevent any safety events in aerodromes.

This paper outlines a multi-dimensional user-oriented performance metrics approach in evaluating the operation of the terminal airspace system to aid in the airport and airspace planning and decision making. Safety, delay and predictability metrics contribute to the analytical framework. From the findings, the occurrence of air incidence has a high severity level at departure, and arrival phases of flight, higher likelihood at the radar room and much of the incidences were as a result of faulty equipment and inherent absence of modern airspace infrastructure. Also, in Lagos terminal airspace, the number of incidences has no close correlation with the level of traffic complexity. Total schedule arrival delay ranges from 1 -392 minutes representing an average of 7.8 -17.9 minutes per aircraft that arrived Lagos airport at that period. Besides, the total approach contact time ranges from 1 -57 minutes, translating to 4.6 -7.1 minutes per aircraft. However, variability in arrival time of 1 -5 minutes is common from published airline arrival scheduled time. In the same vein, the variability of 1 -5 minutes is common from approach contact times of aircraft. These figures indicate sound arrival predictability signature for Lagos airport. Also, departure time variability above 30 minutes is familiar from the ATC clearance time for the various routes under study. However, there is about or more 25% variability of more than 15 minutes, and this indicates possible inconsistency of predicting departure times from the times Air Traffic Control (ATC) clearance was acquired. Above all, the predictability of departure times in Lagos airport is weak compared to those of the arrival. Purpose: Airport management is influenced by several related critical decisions on financial and technical operations. Optimum utilization of resources, including assets and personnel, is critical to achieve better service quality for the passengers and an efficient airport. Due to its importance, this paper aims to assess the performance of airports based on security, safety, and possible work-related health problems by considering the uncertain and unclear number of passengers and their baggage. Design/methodology/approach: The efficiency of 30 airports in Turkey is evaluated with a basic Data Envelopment Analysis (DEA) model with two inputs and five outputs. Then, the model is redefined with an undesired output. High, medium, and low seasons are defined in the second DEA model to estimate the number of passenger baggage. The third model utilizes the principles of Fuzzy DEA (F-DEA) that aims to handle the uncertainty for the undesired output data.Findings: The results of three models confirm that the number and weight of baggage and consequently health and safety issues in airports should not be overlooked when optimizing airport efficiency. Utilizing the fuzzy theory has the potential to help managers to improve the operational efficiency of airports when dealing with an uncertain number of passengers and estimating the workload of baggage handlers.Research limitations/implications: No permission was given to make interviews with the ground handling personnel and gather real-life data to analyze task durations and workers’ body movements.Practical implications: Inputs, outputs, and undesired output defined in this study can be used to assess the airports in any other country.Social implications: The importance of health and safety issues for passengers, airport personnel, baggage handlers, and the residents who live close to the airports is considered.Originality/value: This study contributes to the airport performance assessment literature by considering the uncertain and dynamic data related to health and safety issues. This pioneering study, up-to-best knowledge, is the first to assess the airports in Turkey by DEA with the defined undesired output (baggage handler workload) and also utilizing the fuzzy model for the uncertain data.
