Consequently, the Police is expected to work together with the community such as community groups, businesses, local government, service providers, media as well as individuals to define priorities, and address problems of insecurity by using a wider range of resources which include the soft civilian approaches other than relying on the use of traditional law enforcement powers, such as arrest in order to promote peace and security in the urban areas.…”
